{"id":12413,"date":"2020-11-18T15:47:58","date_gmt":"2020-11-18T10:17:58","guid":{"rendered":"https:\/\/www.medicalbillersandcoders.com\/blog\/?p=12413"},"modified":"2025-06-16T07:56:28","modified_gmt":"2025-06-16T07:56:28","slug":"oncs-update-on-sync-for-science-pilot-project","status":"publish","type":"post","link":"https:\/\/www.medicalbillersandcoders.com\/blog\/oncs-update-on-sync-for-science-pilot-project\/","title":{"rendered":"ONC&#8217;s update on Sync for Science pilot project"},"content":{"rendered":"<h2 class=\"ai-optimize-6\">Science Pilot Project<\/h2>\n<p class=\"ai-optimize-7 ai-optimize-introduction\" style=\"text-align: justify;\">Leading healthcare providers and developers across the country joined the Office of the National Coordinator for Health Information Technology\u2019s (ONC) Sync for Science (S4S) Pilot Project to support patient-directed sharing of health information with research using a standards-based API.<\/p>\n<p class=\"ai-optimize-8\" style=\"text-align: justify;\">ONC said in a <a href=\"https:\/\/www.healthit.gov\/sites\/default\/files\/page\/2020-11\/Sync%20for%20Science%20Pilot%20Project_Participants%20Experiences.pdf\">report<\/a> that 4 healthcare IT developers and 6 healthcare providers were participated in the S4S Pilot Project for Precision Medicine, to learn how to develop and implement the required patient-facing application programming interfaces (APIs), which will enable patients to manage their care through a third-party app.<\/p>\n<p class=\"ai-optimize-9\" style=\"text-align: justify;\">Sync for Science (S4S) was <a href=\"https:\/\/www.healthit.gov\/topic\/sync-science\">launched<\/a> in February 2016 as a public-private collaboration between the ONC, the National Institutes of Health (NIH), and Harvard Medical School\u2019s Department of Biomedical Informatics with the initial goal of enabling patients to share their EHR data with researchers in support of the Precision Medicine Initiative (PMI).The four participating health IT developers recruited 11 provider sites to participate in the S4S pilot project, 6 of which successfully launched with connectivity to All of Us:<\/p>\n<h3 class=\"ai-optimize-10\"><strong>6 Successfully Launched\u00a0 Sync for Science Pilot Project:<\/strong><\/h3>\n<ul style=\"text-align: justify;\">\n<li class=\"ai-optimize-11\" style=\"text-align: left;\">Cedars-Sinai Health System<\/li>\n<li class=\"ai-optimize-12\" style=\"text-align: left;\">Cerner Health Clinic<\/li>\n<li class=\"ai-optimize-13\" style=\"text-align: left;\">Duke University Health System<\/li>\n<li class=\"ai-optimize-14\" style=\"text-align: left;\">Partners HealthCare<\/li>\n<li class=\"ai-optimize-15\" style=\"text-align: left;\">Rush University Medical Center<\/li>\n<li class=\"ai-optimize-16\" style=\"text-align: left;\">University of Missouri Health Care<\/li>\n<\/ul>\n<p class=\"ai-optimize-17\" style=\"text-align: justify;\">The Sync for Science Pilot Project supports the development of tools and resources to boost healthcare IT development, increase innovation, and advance research.<\/p>\n<h2 class=\"ai-optimize-18\" style=\"text-align: left;\">API Implementation<\/h2>\n<p class=\"ai-optimize-19\" style=\"text-align: justify;\">Primarily the health IT developers, three out of four developers accepted the most up-to-date API standard at the time, DSTU 2, and one health IT developer implemented STU 3 in its core EHR system production environments for customers.<\/p>\n<p class=\"ai-optimize-20\" style=\"text-align: justify;\">Eventually, the S4S integration with All of Us only permitted for the use of the DSTU 2 standard. This resulted in challenges during the pilot project for one healthcare developer\u2019s inability to support both their general customers on STU 3 and provider organizations participating in S4S on DSTU 2.<\/p>\n<h2 class=\"ai-optimize-21\" style=\"text-align: left;\">API Testing<\/h2>\n<p class=\"ai-optimize-22\" style=\"text-align: justify;\">According to ONC, \u201cHealth IT developers reported that while API development was straightforward, evaluating API performance using test cases that mirrored the rich complexity of real-world patient data was time-consuming.\u201d<\/p>\n<p class=\"ai-optimize-23\" style=\"text-align: justify;\">ONC continued, \u201cThe S4S pilot project focused on the exchange of 11 data elements required within the 2015 Edition Health IT Certification Criteria14 and associated Common Clinical Data Set15 (CCDS). Implementations of APIs following the S4S pilot project that use more recent standards (i.e., FHIR\u00ae R4, United States Core Data for Interoperability [USCDI]) include additional data elements.\u201d<\/p>\n<p class=\"ai-optimize-24\" style=\"text-align: justify;\">On the other hand, as per providers thought testing strained their particular resources, rather than diving into the development stages. The vendors wanted providers to operate with the help of their resources to test the products and about 50 percent of providers sited had to upgrade their <a href=\"https:\/\/www.medicalbillersandcoders.com\/EMR-Softwares.aspx\">EHR<\/a> platform to test the FHIR standard.<\/p>\n<h2 class=\"ai-optimize-25\" style=\"text-align: left;\">API and App Expansion<\/h2>\n<h3 class=\"ai-optimize-26\" style=\"text-align: left;\">By looking at the future, the developers and providers suggested many changes to the program, including:<\/h3>\n<ul style=\"text-align: justify;\">\n<li class=\"ai-optimize-27\" style=\"text-align: left;\">Developing applications using iOS or Android\u2019s operating system, rather than the cellular phone browser<\/li>\n<li class=\"ai-optimize-28\" style=\"text-align: left;\">Conducting user testing and validation to reduce the potential burden for future participants<\/li>\n<li class=\"ai-optimize-29\" style=\"text-align: left;\">Analyzing whether IRB requirements are necessary due to slow feedback<\/li>\n<li class=\"ai-optimize-30\" style=\"text-align: left;\">Providing learning materials on the value of APIs, All of Us, S4S, and the HIPAA Privacy Rule<\/li>\n<li class=\"ai-optimize-31\" style=\"text-align: left;\">Develop and disseminate benchmarks that provider sites can use to compare enrollment numbers and improve outreach activities post-go-live.<\/li>\n<\/ul>\n<p class=\"ai-optimize-32\" style=\"text-align: justify;\">As a result of the ONC Cures Act Final Rule, certified health IT developers and provider organizations are now enthusiastically implementing the essential patient-facing standards-based API that will permit patients to direct their health information to the third-party app of their choice.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Science Pilot Project Leading healthcare providers and developers across the country joined the Office of the National Coordinator for Health Information Technology\u2019s (ONC) Sync for Science (S4S) Pilot Project to support patient-directed sharing of health information with research using a standards-based API.
