2014 PQRS Submission Errors Related to Template Identifiers
During the submission validation process, the PQRS system identifies what type of file is being submitted based on certain information within the file. For a QRDA I or QRDA III XML file, its respective document template id must be present. For Registry or QCDR XML files, the Submission Type tag must be present with the appropriate value. If a QRDA I, QRDA III, Registry or QCDR XML file is missing the appropriate information, the following error message will be provided:

PQRS_10713: Invalid Submission Type. The valid submission types are 'PQRS-REGISTRY' or 'PQRS-QCDR' or specific to QRDA Category Report Template Id's.

Reason for QRDA-1
Based on the 2014 CMS QRDA I Implementation Guide for Eligible Professionals, a QRDA-1 file submitted to the PQRS system must contain the following four document template ids:

Reason for QRDA-3

Reason for Registry XML
Submission Type tag must be "PQRS-REGISTRY" for Registry XML files.
